Alvin currently serves as the CIO Advisor for the Singapore University of Social Sciences (SUSS) advising on strategic IT initiatives, digital transformation, enterprise architecture, change management and tech talent development.
Alvin was the Chief Information Officer (CIO) of Nanyang Technological University (NTU) from October 2017 to March 2025, responsible for driving the IT agenda across the University. Working closely with the NTU senior management team, he led his team to drive excellence and impact through technology and deliver University-wide digital initiatives – enhancing teaching and learning, enabling cutting-edge research, and modernised NTU’s administrative capabilities and IT infrastructure towards a Smart, Sustainable and Secure Campus.
Prior to NTU, he led new healthcare facilities planning, digital transformation, healthcare informatics, innovation and technology risk management & governance at major public sector healthcare clusters such as SingHealth, NHG Health and Alexandra Health from April 1995 to October 2017. As the CIO, he pioneered the setup of IT infrastructure and applications for brand new healthcare facilities including Changi General Hospital (1996), Alexandra Hospital (2000), Khoo Teck Puat Hospital (2010), Yishun Community Hospital (2015) and Admiralty Medical Centre (2016).
Alvin participates actively in board committees of professional associations and social services agencies in healthcare, education and information technology. He was the past President of the IT Management Association (ITMA), an association of CIOs and IT Leaders from 2016 to 2018. He currently serves on the Boards, Nomination and Technology Committees of National Kidney Foundation, Ang Mo Kio-Thye Hua Kwan Hospital, Mount Alvernia Hospital, HCA Hospice, NTUC-affiliated Tech Talent Assembly and Singapore Computer Society CITPM (Certification in IT Project Management) Board of Assessors.
For his leadership and contribution to NTU, Alvin was named by IDG as the inaugural “CIO of the Year – Leadership” in the 2020 CIO50 ASEAN Award. He also received the inaugural “Team of the Year – Strategy” in the 2022 CIO100 ASEAN Award and the inaugural “Team of the Year – Sustainability” in the 2023 CIO100 ASEAN Awards. From 2020 to 2024, Alvin has been consistently ranked among the top 10 CIOs for the ASEAN and Hong Kong region by IDG. In November 2024, he received the Tech Talent Builder of the Year Award from the NTUC-affiliated Tech Talent Assembly. In August 2024, he received the prestigious Public Administration Medal (Silver) and Long Service Medal for his exemplary contribution to Singapore’s public sector and the nation’s education and healthcare system.
Alvin holds a Bachelor of Mechanical Engineering (Honours) from the National University of Singapore and an MBA from the University of Surrey, United Kingdom. He is a strong advocate of lifelong learning and is a certified Chief Information Security Officer(C-CISO), CITPM(Senior), COMIT(Senior), Certificate in AI Ethics & Governance, Certificate in Digital Sustainability for Strategic Leaders, Distinguished Toastmaster (DTM) and FIDE Chess Trainer.
